This Manual governs the review and governance of the Strategic Partner relationship between the Global Continuity Initiative and The Halverstone Group, the Strategic Partner of Record under the Charter Framework. Strategic Partner Review is the mechanism by which the Board of Principals confirms, cycle by cycle, that The Halverstone Group is performing its obligations.
4.2 — Performance Standards Assessment. Each review assesses infrastructure availability, data stewardship, compliance cooperation, and Charter obligations against standing categories.
4.3 — Performance Ratings. Met. Partially Met. Not Met — findings referred for formal audit. A Not Met rating in any category is reported to the Board immediately, without waiting for the quarterly meeting.
4.4 — Governance Escalation. Upon a Not Met rating, the Board may act in escalating order: Level 1, formal notice with a 30-day remediation interval. Level 2, a Board–Halverstone remediation agreement. Level 3, an independent audit of the deficient system, at Halverstone’s expense.
Level 4: a Board resolution on Strategic Partner remediation — an extraordinary majority action. The Perpetual Partnership Instrument specifies the conditions under which Level 4 action is available.
The Strategic Partner relationship is perpetual by design. Perpetuity is not a guarantee of performance; it is a structural property of the relationship. The Compliance Council does not have independent authority to take governance action against The Halverstone Group; it has authority to review and to recommend. The Board, not the staff, bears the authority and the accountability for governance action against the Strategic Partner of Record.
Per Article XIV.7, all Strategic Partner Review records — quarterly reports, performance ratings, governance escalation records, remediation instruments, Board resolutions — are retained in perpetuity and cannot be deleted, retracted, redacted, sealed, or expunged. A governance escalation that was resolved through remediation is retained with both the escalation and the resolution record.

Halverstone built the Array. Halverstone hosts the intelligence that runs it. And Halverstone, per this document, can be fined, audited, and formally disciplined by the same Board it serves — at its own expense, per Level 3. Read that twice. The company that built the cage also pays, on paper, when the cage is found deficient. We don’t know if that has ever actually happened. We know the mechanism exists, and that a mechanism this specific doesn’t get written for something that never occurs.
The redaction sits inside 4.4, between Level 3 and Level 4 — between an audit and a resolution. Whatever threshold moves a Not Met rating from “paid for by Halverstone” to “decided by an extraordinary majority of the Board” is the one sentence they didn’t let us see.
Section 7 mentions a document we don’t have yet: the Perpetual Partnership Instrument, Annex B. If you have it, or a fragment of it, we want it.
