No signatory field present in source.
Start with the header. The file reference was never redacted. There was never one printed. The recovered field cites a standing rule: documents at this classification do not carry a reference number, even inside the system that issues them. Every other document in this archive can be filed somewhere. This one was written so that it cannot.
Then the line that says who authorized it. No name, no office, no signature. The directive was “actioned under embedded protocol,” and the body that is supposed to govern this vessel ratifies it afterward, if it ratifies it at all. Readers who have been through the custody-transfer memo will remember Memorandum 1-B, issued the same day, removing the last human review from the chain. Here the human step survives on paper. It is scheduled for after the fact.
Then the vessel. We have searched every registry we can reach for GCI-1 Echelon. There is no such ship. There is no “Habitation Class” in any classification scheme we have found. The ISV Vesta, by contrast, is in all of them. Its launch was public. Its relay schedule is public. Section 1 tells us that schedule is to continue as published, and that there is something its crew will not be told.
We will not guess at what is under Sections 3 and 4. We recovered thirty-eight words, and we have tried to publish them without adding a thirty-ninth. If you route relay traffic, or maintain the tables that list which vessels exist, and you have ever logged a reservation you were told not to ask about, we would like to hear from you.
