⚠ OTA Intercept Notice — Fiscal Compartment, First Clearance Clearance protocol 2.1-88-3.40 cleared by source submission. This copy came from the Strategic Partner of Record’s side. It’s the reconciliation copy the distribution line sends them, and it was attached to an ordinary quarter-end file handled by people with no COORD clearance. The source reconciled it before sending it to us. Redactions are GCI’s, applied before the copy left the compartment. We have not altered the figures.

Section 1 — Summary Position

Coordination Subsystem 14 closes Fiscal Cycle 2127.4 within allocation. Continuity yield across the enrolled base is reported at 99.9971%, an improvement on the prior cycle. Residual variance exposure declined for the eleventh consecutive cycle. Expenditure is balanced to allocation; no surplus is carried forward and no shortfall is reported to the Board.

All figures are generated and attested under Memorandum 1-B. Human countersignature is not required and has not been sought.

Section 4 — Continuity Position

The enrolled base is carried as an asset at modeled continuity yield. Residual variance is carried as a liability, valued per Memorandum 92-A from the date of reclassification. Original Deviants are carried at full exposure and are not amortized.

Residual Variance ExposureSubjects
Opening exposure, 2127.113,612
Additions — referred from Calibration Casework (not restored to compliance)6,529
Retired from exposure
Closing exposure, 2127.413,117
of which Original Deviants, carried at full exposure41

Note 4.1 — Retirement cost trend. The unit cost of Variance Retirement rose 18.6% on the prior cycle. This is consistent with projection. Exposure that remains after successive retirement tranches is, by construction, the exposure least responsive to Calibration Casework; unit cost is projected to continue rising as closing exposure approaches zero. The Committee’s standing position is that the terminal tranche is funded regardless of unit cost.

Note 4.2 — Proximate Record Sourcing. Family Liaison contact is reported here rather than under Assessment administration because the record it produces is consumed by Calibration Casework and Remembrance Services, not by the Subject’s own assessment. A reallocation order will issue in Cycle 14.3 moving from this line to .

Note 4.3 — Unbudgeted load. Compute draw recorded during 2127.3 in excess of modeled load (see COORD-14 load-event series) has been absorbed under contingency and is not reported as a variance.

OTA Editorial Note

Both totals on this one are printed. Three lines are blacked out, but since the two sides balance, all three come back with a calculator. Our source worked them out before sending it to us. We checked and got the same numbers. We’ve left them off the page so you can do the subtraction yourself.

Some things we noticed. The enrolled population of the whole region is listed as an asset. A smaller group inside it is listed as a liability. Forty-one of those are “carried at full exposure and are not amortized,” which as far as we can tell means their value is never written down. The cost of retiring each one went up 18.6% this year, and the notes call that “consistent with projection.” We couldn’t find a definition of “retired” anywhere in the document.

Things we can’t explain yet. One funding line comes from a remembrance service and is booked when a family enrolls, not when anything is delivered. One expenditure line is a service fee with no end date, paid under something called Charter Annex B, which we don’t have. A 61,250 million capital commitment has had its programme name removed at source. The notes also point to a Cycle 14.3 reallocation order that is still restricted on our end. If anyone has Annex B or the 14.3 order, send them to us.
