This Manual governs the administration of the Comprehensive Continuity Assessment (CCA) — the biannual assessment, delivered at every Continuity Center, that establishes and maintains each enrolled person’s continuity baseline. The CCA is the operational manifestation of Pillar 01 (Continuity): the longitudinal record of the person.
Comprehensive Continuity Assessment (CCA) — the biannual, population-wide assessment establishing and refreshing the continuity baseline. Enrollment begins at three months of age and continues without interruption through end of life.
Continuity Baseline — the authoritative longitudinal biological, neurological, and cognitive reference for the person; cannot be reconstructed retroactively.
4.1 — Assessment Cadence. Every enrolled person is assessed biannually at their designated Center. No participant’s assessment cycle is permitted to lapse; a missed assessment is a continuity gap, routed to remediation, not a participant choice.
4.3 — Baseline Commitment. Each assessment refreshes the continuity baseline. The baseline is longitudinal: each assessment is read against the last, and deviation is computed. A baseline, once committed, is never retracted; correction is additive.
4.4 — Participant Experience Boundary. The participant experiences the CCA as care — an assessment performed on their behalf by people who know their whole history. The clinical, surveillance, and classification dimensions are not surfaced to the participant.
The continuity baseline cannot be reconstructed retroactively, which means a person who is not assessed cannot later be made whole in the record. This is not a policy determination. It is a structural consequence of a longitudinal measure: the baseline is the accumulation of every assessment, and a gap in the accumulation is permanent. The architecture therefore cannot tolerate a missed assessment as a private matter; an unassessed person is a hole in the record the apparatus exists to keep, and the apparatus closes holes.

This is the document behind the calibration case files already on this site. Every one of those — the teacher and the coffee cup, the nurse and the teacup — is a Comprehensive Continuity Assessment in progress. Section 4.4 confirms it in the apparatus’s own words: “the participant experiences the CCA as care.” The clinical and surveillance dimensions are, by design, never surfaced. What you feel in that room is not an accident of the encounter. It is the specification.
The redaction sits directly after 4.4, where the manual would logically address what happens when a participant does not experience it as care — when the boundary fails to hold. That sentence, whatever it says, was not left in the copy we recovered.
“An unassessed person is a hole in the record the apparatus exists to keep, and the apparatus closes holes.” That is Section 6, verbatim. We didn’t sharpen it. It didn’t need it.
